Program: PROJECT SUMMARY

The nature of the NTI’s INTSIMBI Programme is to enable the execution of projects under the 5 main programs of the NTI on a Regional and national basis through a process of:

  

1.     Mobilization of stakeholders

 

2.     Alignment of stakeholders

 

3.     Capacity Building for project execution

 

4.     Cooperation Extraction with potential project stakeholders

 

5.     Pilot project development and execution

  

The execution of the NTI’s interventions to effect an Industry Sector turnaround are achieved through a Public Private Partnership (PPP) between Industry and Government, respectively represented by TASA and the dti. This partnership seeks to develop the capacity to incubate solution interventions for the challenges identified and to create alignment with the Industrial Policy Action Plans (IPAP2).

  

Although the main performance objectives of the INTSIMBI programmes remain the same for each period, the detailed outcomes are different for each period as new pilot projects are mobilized within each performance area.

  

For the 5 year budget period, from 2010 to 2014, the broad objectives of the PROGRAMME are:

  

·          Major focus on Skills Development through the Re-Development of the TDM Sector Skills System at 7 pilot sites across six provinces,

 

·          Development of six TDM Sector Clusters with speciality sub-Clusters to support the main manufacturing Industries in each of the six provinces,

 

·          Ongoing capacity building for the NTI to become the local and global voice of the TDM Sector in South Africa,

 

·          Ongoing rehabilitating and strengthening of the TDM Sector to become globally competitive by mobilizing and enabling the executing projects under the key intervention PROGRAMMES.

 

         
 
Program: 1. SMME, BBBEE, CLUSTER DEVELOPMENT PROGRAMME

 During piloting period of the skills programme, industry and the DTI will mobilise other

stakeholders in efforts to attract additional funding to support the following activities of  

NTI

  The activities of this programme will focus on competitive cluster development of the Tool, Die and Mould making supply chain through the development of: 

·          Industry Information database

 

·          Benchmarking of the Industry

 

·          Gap analysis

 

·          Supplier Development in Gap areas

 

·          Cluster and speciality sub-cluster Development

 ·          Local Beneficiation support

         
 
Program: 2. COMPETITIVENESS IMPROVEMENT AND EXPORT DEVELOPMENT PROGRAMME

This programme focuses on helpdesk assistance to TDM sector companies to

implement/improve:

·          Quality systems in TDM companies

 

·          Implementation of Lean/JIT/Other Manufacturing Management systems

·          Technology migration towards higher levels of specialisation

 

·          Joint Venture formation with international partners to effect technology transfer

 

·          Importing of skills in niche areas

 

·          Niche market/product specialization 

         
 
Program: 3. RECAPITALIZATION SUPPORT PROGRAMME

 

The objective of this programme is to establish helpdesk capacity at the Regional Tooling Initiative structures (RTI’s) to support individual companies with business plan development and funding mechanism access support through all available funding instruments:

·          Enterprise Investment Programme (EIP)

·          National Empowerment Fund (NEF)

·          Industrial Development Corporation (IDC)

·          Small Enterprise development Agency (SEDA)

·          KHULA

·          Commercial Banks

·          International equipment financing instruments

·          Others

This programme will ensure continuous investment stimulus to enable the TDM sector to recapitalise to world class standards in the application of technology towards specialisation and competitivenes

         
 
Program: 4. GOVERNANCE STRUCTURE DEVELOPMENT SUPPORT PROGRAMME

The main focus of this programme is to establish working provincial Regional Tooling Initiative (RTI) structures that form the provincial Governance structures to oversee all provincial activities of the NTI in a province. These structures will spearhead the cluster development process and will act as the main cluster management structures in each province through which interaction with industry and other stakeholders (Skills service providers, Labour, Government).

The activities of the programme centres on:

·          Mobilization of stakeholders onto the structures

·          Formation of section 21 companies

·          Board structuring

·          Operational structuring

·          Funding capacity building

·          Business activity planning

·          Business plan development

·          Agreement structuring

·          Cluster management

·          Marketing of the Industry

·          Market Development

·          Export development

·          JV partner sourcing

  • Technology sourcing

         
 
Program: 5. MACC PROGRAMME MANAGEMENT SUPPORT

The objective of this programme is to develop the execution capacity to implement the programmes listed above through:

·          Strategic planning

 

·          Business plan development

 

·          Budget development

 

·          Mobilization of funding

 

·          Project Development

 

·          Project Management

 

·          Stakeholder Capacity building

 

·          Reporting

 

·          Development of cooperation with International partners

 

·          Marketing and PR activities to promote the programme nationally and internationally
